(4) IDENTIFY OPPORTUNITIES FOR COLLABORATION AMONG MILITARY
CONTRACTORS, LOCAL GOVERNMENTS, THE STATE, ACADEMIC INSTITUTIONS, AND
MILITARY DEPARTMENTS TO ENHANCE THE ECONOMIC POTENTIAL OF MILITARY
INSTALLATIONS AND THE ECONOMIC BENEFITS OF MILITARY INSTALLATIONS TO
THE STATE;
(5) REVIEW STATE POLICIES, INCLUDING FUNDING AND LEGISLATION,
TO IDENTIFY ACTIONS NECESSARY TO PROVIDE STATE AND LOCAL GOVERNMENT
SUPPORT TO THE MISSION OF EACH MILITARY INSTALLATION LOCATED WITHIN THE
STATE; AND
(6) RESEARCH HOW OTHER JURISDICTIONS HAVE ADDRESSED THE
ISSUES REGARDING ENCROACHMENT AND PARTNERSHIP FORMATION, WITH AN
EMPHASIS ON THE MOST RECENT EDITION OF THE JOINT PUBLICATION OF THE
NATIONAL GOVERNORS ASSOCIATION CENTER FOR BEST PRACTICES AND THE U.S.
DEPARTMENT OF DEFENSE ENTITLED "PRACTICAL GUIDE TO COMPATIBLE CIVILIAN
DEVELOPMENT NEAR MILITARY INSTALLATIONS".
(I) (1) ON OR BEFORE DECEMBER 31 OF EACH YEAR, THE COUNCIL SHALL
REPORT ITS FINDINGS AND RECOMMENDATIONS TO THE GOVERNOR AND, SUBJECT
TO § 2-1246 OF THE STATE GOVERNMENT ARTICLE, TO THE GENERAL ASSEMBLY.
(2) ON OR BEFORE DECEMBER 1, 2011, THE COUNCIL SHALL ISSUE A
FINAL REPORT OF THE COUNCIL TO THE GOVERNOR AND, IN ACCORDANCE WITH §
2-1246 OF THE STATE GOVERNMENT ARTICLE, TO THE GENERAL ASSEMBLY.
SECTION 2. AND BE IT FURTHER ENACTED, That the Laws of Maryland
read as follows:
Chapter 335 of the Acts of 2003, as amended by Chapter 275 of the Acts of
2005
[SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
(a) There is a Maryland Military Installation Strategic Planning Council.
(b) The Council consists of the following members:
(1) three members selected by the President of the Senate to represent
community interests, of which:
(i) one shall be a member of the Senate; and
(ii) two shall be citizens representing communities adjacent to
military installations;
(2) three members selected by the Speaker of the House of Delegates to
represent community interests, of which:
(i) one shall be a member of the House of Delegates; and
