Business, provided that no State funds may be expended for
this project until the private donor submits a letter to the
budget committees evidencing the donor's intent to provide a
share of the funding for the project. Further provided that the
budget committees shall have 45 days to review and comment

funds and capital PAYGO funds for this project may not exceed
50 percent of the total building acquisition costs to a maximum
of $15.000.000.
Further provided that should any additional State funds be
necessary to provide for a 50 percent State match to a maximum
of $15,000,000 for this project, these additional funds shall be
