Ch. 46                                      2006 LAWS OF MARYLAND school construction projects in a certain manner and to include certain funds in
certain allocations; providing that certain allocations made by the Interagency
Committee are not subject to approval by the Board of Public Works; requiring
that certain amounts approved for public school construction projects be
allocated to certain counties; requiring that certain additional funds be provided
to certain counties to be expended for certain public school construction projects
subject to a certain priority; providing that certain school construction funds
may be applied to certain other projects or reverted to a certain fund under
certain circumstances; authorizing the Interagency Committee to allocate
certain additional funds in a certain manner after certain notice to the presiding
officers of the General Assembly; providing generally for the issuance and sale of
bonds evidencing the loan; altering certain amounts of State Debt authorized to
be created under the Southern Maryland Regional Strategy-Action Plan for
Agriculture Loans of 2006, 2007, and 2008; authorizing the creation of a State
Debt in a certain year, the proceeds to be used as a grant to the Tri-County
Council for Southern Maryland to assist in the implementation of a certain plan;
providing generally for the issuance and sale of bonds evidencing certain loans;
authorizing certain unexpended appropriations in certain prior capital budgets
and bond loans to be expended for other public projects; altering certain
requirements for certain programs in certain prior capital budgets and bond
loans; providing that the authorizations of State Debt in certain prior capital
budgets and bond loans be reduced by certain amounts; authorizing premiums
from the sale of State bonds in certain fiscal years to remain in or be transferred
to a certain fund and to be used for certain capital projects under certain
circumstances; requiring the Comptroller to make certain transfers,
adjustments, and reconciliations; authorizing a certain amount of certain
premiums from the sale of State bonds to be transferred to the State Reserve
Fund under certain circumstances;
requiring that certain funds authorized for
certain projects purposes be expended before certain other State funds;
providing that if the rates of State tax on assessable property certified by the
Board of Public Works for a certain fiscal year are not less than the rates levied
for a certain fiscal year, a certain amount of certain general obligation bonds
shall be in certain series, denominations, and maturities as to require the full
repayment of principal and interest on the bonds by a certain date; repealing
certain authority for the Governor to alter certain determinations regarding
new State Debt that the Governor considers advisable; repealing a provision of
law that provides that a certain allocation of the Governor for school
construction projects is advisory to the Board of Public Works; altering certain
provisions requiring the Interagency Committee on School Construction to
provide recommendations to the Board of Public Works for public school
construction projects; limiting the school construction projects that may be
approved by the Board of Public Works before a certain date for a certain fiscal
year; providing that funds for gang-related activity prevention capital grants
shall be administered by the Department of Juvenile Services, shall be approved
by the Legislative Policy Committee, and shall be awarded in a certain manner;
providing that if a capital project is funded using any State funds and a sign is
posted at certain times that contains certain information, the sign shall reference
the participation of the Maryland General Assembly in the project in a certain
