(2) Evaluating the feasibility of establishing an Inspector General position
within the Judiciary and each cabinet-level agency of the Executive Branch for the
purposes of conducting internal audits, implementing corrective actions to address
audit findings by OLA the Office of Legislative Audits, and ensuring compliance with
applicable laws, rules, and regulations.
SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2006.

(Senate Bill 245)
AN ACT concerning
Baltimore City - Highway User Revenues - Authorized Use
FOR the purpose of extending through a certain fiscal year the authorization for
Baltimore City to use certain local highway user revenues for students' costs of
discounted Maryland Transit Administration fares for eligible public school
students in Baltimore City; and generally relating to the authorized use of
highway user revenues for Baltimore City.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - Transportation
8-408,
(a) Highway user revenues distributed to Baltimore City and Kent County
may be used only to pay or finance:
(1) Costs incurred in the construction, reconstruction, or maintenance of
its highways and streets;
(2) Costs incurred by its police department for carrying out traffic
functions and enforcing the traffic laws;
(3) Costs incurred in its other highway related activities for:
(i) Lighting the highways;
