(ii) state the maximum amount of contributions to the approved
project that are eligible for a tax credit under § 6-404 of this subtitle.
(3) The sum of contributions eligible for a tax credit under § 6-404 of this
subtitle for all approved projects for a fiscal year may not exceed [$2,000,000]
$5,000,000.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2006, and shall be applicable to all taxable years beginning after
December 31, 2006.

AN ACT concerning
Crimes - Inflicting Unnecessary Suffering or Pain on Animals - Prohibition
FOR the purpose of prohibiting a person from inflicting unnecessary suffering or pain
on an animal; repealing the requirement that a person have charge or custody of
an animal, as owner or otherwise, to be prosecuted for inflicting unnecessary
suffering or pain on an animal; providing for the construction of this Act: and
generally relating to the infliction of unnecessary suffering or pain on animals.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - Criminal Law
10-604.
(a) A person may not:
(1) overdrive or overload an animal;
(2) deprive an animal of necessary sustenance;
(3) INFLICT UNNECESSARY SUFFERING OR PAIN ON AN ANIMAL;
[(3)] (4) cause, procure, or authorize an act prohibited under [item (1) or
item (2)] ITEM (1), (2), OR (3) of this subsection; or
