(4) IF THE CIRCUIT COURT FINDS THAT THERE HAS BEEN NO DEFAULT
OR IF THE FULL AMOUNT OF THE COURTS JUDGMENT IS PAID TO THE STATE WITHIN
30 DAYS AFTER THE COURT'S FINAL ORDER, A TEMPORARY LIEN THEN IN EFFECT
SHALL BE RELEASED IMMEDIATELY AND THE SECRETARY OF THE BOARD OF PUBLIC
WORKS SHALL CAUSE THE RELEASE TO BE RECORDED IN THE LAND RECORDS.
(F) (1) ALL FUNDS RECOVERED AS A RESULT OF THIS RIGHT OF RECOVERY
SHALL BE DEPOSITED IN THE ANNUITY BOND FUND AND APPLIED TO THE DEBT
SERVICE REQUIREMENTS OF THE STATE.
(2) IF THE BOARD DETERMINES THAT THERE IS GOOD CAUSE FOR
RELEASING THE TRANSFEROR, TRANSFEREE, OR OWNER FROM THE OBLIGATION
IMPOSED UNDER THIS SUBTITLE, THE BOARD OF PUBLIC WORKS MAY WAIVE THE
STATE'S RIGHT OF RECOVERY UNDER THIS SUBTITLE.

THE OFFICE SHALL ADOPT REGULATIONS TO IMPLEMENT THE PROVISIONS OF
THIS SUBTITLE.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2006.

(Senate Bill 824)
AN ACT concerning
Maryland Commission for Men Men's Health
FOR the purpose of creating the Maryland Commission for Men Men's Health;
providing for the appointment of members of the Commission; requiring that
certain members of the Commission shall be appointed from among applicants
who have been nominated and recommended for appointment by certain
organizations; requiring that certain members of the Commission shall be
appointed from applicants applying on their own behalf; providing for the terms
of the members of the Commission; providing for reimbursement for certain
expenses of members; providing that a commissioner who fails to attend a
certain number of meetings during a certain time period is considered to have
resigned; providing that the Commission is a unit of the Department of Human
Resources Health and Mental Hygiene; requiring the members of the
Commission to elect a chair and vice chair; requiring the Secretary of Human
Resources to appoint an executive director; providing that the executive director
is a merit employee of the Department and is entitled to a certain salary;
providing for the duties of the Commission; authorizing the Commission to
accept certain funds under certain circumstances; requiring the Commission to
report annually to the Governor and the General Assembly; defining certain
