improvements of land that is not owned by the State if the improvements are made
available to the public for the purposes of open space and recreational use. (b)     (1) An improvement or development of land authorized under this Act
may not be converted from open space and recreational use to any other use without
the prior written approval of the Secretary of Natural Resources, the Secretary of
Planning, and the Secretary of Budget and Management. (2)     Approval under this subsection may not be granted unless: (i) the County Commissioners of Garrett County propose to
provide a replacement property of equivalent size and geographic area and equal
recreation or open space value, as determined under paragraph (3) of this subsection;
and (ii) the appraised monetary value of the proposed replacement
property is equal to or greater than the appraised monetary value of the State funded
land and improvements. (3)     The value of the proposed replacement property shall be calculated
by evaluating: (i) the relative recreation and open space value of the land and any
improvements; and (ii) the fair market value, usefulness, quality, and location. (c)      The Department of Natural Resources may inspect the land and the
improvements for compliance with the requirements of this Act. SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2006. Approved May 2, 2006.

(House Bill 1625) AN ACT concerning State Government - Public Records - Personal Information About Individuals with Disabilities FOR the purpose of requiring custodians of public records to deny inspection of the
part of a public record that contains personal information about individuals with
disabilities or individuals perceived to have a disability under certain
circumstances; requiring certain custodians of public records to permit the
inspection of the, part of a public record that gives the home address of a certain
licensee after the custodian redacts certain information from the record under
certain circumstances; providing for the application of certain provisions;
