(2) A FEE PAID UNDER THIS SUBSECTION IS NONREFUNDABLE.
(G) (I) EXCEPT AS OTHERWISE PROVIDED IN THIS SECTION, AN
EXCEPTIONAL HAULING PERMIT IS VALID FOR 1 YEAR FROM THE DATE OF ISSUANCE.
(H) (J) IN CONSULTATION WITH THE SECRETARY OF STATE POLICE, THE
STATE HIGHWAY ADMINISTRATION SHALL ADOPT REGULATIONS TO IMPLEMENT
THIS SECTION.
SECTION 2. AND BE IT FURTHER ENACTED, That the State Highway
Administration, in conjunction with the Department of State Police, shall report to
the General Assembly on or before December 1, 2007 2008. in accordance with §
2-1246 of the State Government Article, on the use and enforcement of exceptional
hauling permits, including compliance with this Act, regulations adopted to
implement this Act, and the terms and conditions of exceptional hauling permits.
SECTION 3. AND BE IT FURTHER ENACTED, That the issuance of permits
under this Act is at the discretion of the State Highway Administrator. The State
Highway Administrator may stop issuing and renewing permits under this Act if the
Administrator determines that the use of exceptional hauling permits is adversely
affecting any part of the State highway system. The State Highway Administrator
shall promptly report to the General Assembly, in accordance with § 2-1246 of the
State Government Article, regarding any decision to stop issuing or renewing permits
under this Act and the reason for the decision.
SECTION 3. 4. AND BE IT FURTHER ENACTED, That this Act shall take
effect June 1, 2006. It shall remain effective for a period of 4 years and, at the end of
September 30, May 31, 2010, with no further action required by the General
Assembly, this Act shall be abrogated and of no further force and effect.

AN ACT concerning
Insurance - Automobile Insurance, Automobile Insurance Fraud, and
Prosecution of Automobile Theft
FOR the purpose of requiring certain insurers that use territory as a factor in
establishing automobile insurance rates to submit a statement to the Maryland
Insurance Commissioner certifying that the territories used by the insurers
have been reviewed within a certain time period and that use of the territories is
actuarially justified; requiring the Commissioner to submit a certain report to
the General Assembly on or before a certain date of each year; specifying the
contents of the report; altering certain provisions of law governing repayment of
personal injury protection benefits; requiring insurers of certain benefits to
coordinate certain policies under certain circumstances; authorizing a certain
