SECTION 1. BE IT ENACTED - BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Chapter 432 of the Acts of 2004
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:

ZA00 MISCELLANEOUS GRANT PROGRAMS
(G) Maryland Independent College and University Association -
Columbia Union College. Provide a grant equal to the lesser of
(i) $2,250,000 or (ii) the amount of the matching fund provided,
to the Board of Trustees of Columbia Union College to assist in
the design and construction of a new [library] MUSIC
EDUCATION BUILDING, subject to the requirement that the
grantee provide an equal and matching fund for this purpose.
Notwithstanding Section 1(5) of this Act, the matching fund
may consist of funds expended prior to the effective date of this
Act (Montgomery County).............................................................. 2,250,000
SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health or safety,
has been passed by a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, and shall take effect from
the date it is enacted.

AN ACT concerning
Baltimore County Liquefied Natural Gas Facilities Approval for
Construction or Operation—Baltimore County Task Force
FOR the purpose of prohibiting the construction or operation of a liquefied natural
gas facility without the approval of the Public Service Commission; prohibiting
the Commission from granting regulatory approval for the construction or
operation of a liquefied natural gas facility in Baltimore County that is located
within a certain distance of a residence; and generally relating to liquefied
natural gas facilities establishing a Baltimore County Liquefied Natural Gas
Task Force; providing for the composition and duties of the Task Force;
requiring the Department of the Environment to provide staffing for the Task
Force: prohibiting members of the Task Force from receiving compensation, but
authorizing certain reimbursement for certain expenses; requiring the Task
