(II) ENSURE THAT ALL EMPLOYERS IN THE STATE WITH 10,000 OR
MORE EMPLOYEES IN THE STATE HAVE MADE THE REPORT REQUIRED UNDER §
8.5-103 OF THIS TITLE; (2)     ADOPT REGULATIONS TO IMPLEMENT THIS TITLE; AND (3)      PAY THE REVENUE FROM THE PAYROLL ASSESSMENT INTO THE
FUND CREATED UNDER § 15-141 § 15-142 OF THE HEALTH - GENERAL ARTICLE. SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2005 January 1, 2007. Enacted January 17, 2006.
CHAPTER 4
(Senate Bill 287) AN ACT concerning Voters Rights Protection Act of 2005 FOR the purpose of providing that an individual whose identity right to vote is
challenged at the polling place may establish the individual's identity by
presenting a certain form of identification; prohibiting a person from willingly
or knowingly influencing or attempting to influence a voter from going to the
polls to cast a vote through the use of certain means or activities; prohibiting a
person from willingly or knowingly engaging in certain conduct which results in
or has the intent to result in the denial or abridgement of the right of certain
citizens to vote on account of race or color, color, or disability; requiring a local
board of elections to count the provisional ballots of certain voters under certain
circumstances; providing that an individual whose right to vote is challenged
may establish the individuals identity by presenting certain forms of

identification; establishing a civil penalty for certain violations; requiring the
State Board of Elections to review its policies and procedures governing the
administration of elections for certain purposes and to submit a report of its
findings and recommendations to the Governor and to the General Assembly by
a certain date; and generally relating to the Voter Voters Rights Protection Act of
2005. BY repealing and reenacting, with amendments,
