CONSECUTIVE FULL TERMS. (5)      AN APPOINTED MEMBER WHO IS APPOINTED AFTER A TERM HAS
BEGUN SERVES ONLY FOR THE REST OF THE TERM AND UNTIL A SUCCESSOR IS
APPOINTED AND QUALIFIES. (F) A MAJORITY OF THE FULL AUTHORIZED MEMBERSHIP OF THE
