passage of this budget to supplement the
appropriation for fiscal year 2006 to
provide funds to offset the loss of funding
associated with the District of Columbia's
withdrawal from the Freestate Challenge
Youth Program. This funding will restore
the program to a fully funded level and
allow for the retention of the existing staff
and a greater degree of continuity of
operations.
