(4) Program and capital grants shall
be awarded on a competitive basis
for programs or improvements to
recreational facilities giving
consideration to the following:
(a) the degree to which the area in
which a program or facility is
located is experiencing
gang-related violence and
crime:
(b) the extent to which the
program or recreation facility
implements or is integral to
implementing a strategy for
reducing gang-related
violence and crime; and
(c) the extent to which the specific
program or capital
improvement funded is
integral to the operation of the
recreational facility.
(5) At least $1,000,000 in program and
capital grants shall be awarded to
counties which had a population of
less than 221,000 in the 2000
Census.
(6) The department may use not more
than $150,000 of these funds for
expenses related to administration
