the Department of State Police and the
Maryland Institute of Emergency Medical
Services Systems, in consultation with the
Emergency Medical Systems Board and
the Emergency Medical Systems Advisory
Council, submit a plan to the budget
committees by August 1, 2006, for the
scheduled replacement of the Dauphin
Med-Evac helicopters. The plan shall
include a plan to finance the replacements
and shall justify the ongoing need for a
twelfth helicopter. The budget committees
shall have 45 days to review and comment
