Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 297.
This bill permits the Department of Natural Resources to
suspend certain fishing and crabbing licenses of any person who
fails to appear in court for the violation of certain laws and
also prohibits the Department from issuing a new license to the
person until the person appears in court to answer the charges.
House Bill 373, which was passed by the General Assembly and
signed by me on May 31, 1983, accomplishes the same purpose by
adding a new Section 4-701(f)(4) to the Natural Resources
Article. Furthermore, House Bill 316, which is nearly identical
to this bill, was signed by me today. The Attorney General
advises that Senate Bill 297 apparently contains an incorrect
cross reference and the same reference in House Bill 316 is
apparently correct. Therefore it is not necessary for me to sign
Senate Bill 297.
