Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 277.
The bill eliminates the double taxation of property in
certain municipalities in certain counties by creating a tax
set-off system based upon the value of certain governmental
services provided by the municipalities.
House Bill 321, which was passed by the General Assembly and
signed by me on May 31, 1983, accomplishes the same purpose.
Therefore it is not necessary for me to sign Senate Bill 277.
