Mr. Speaker, Ladies and Gentlemen of the House:
I send my congratulations and heartfelt thanks to you for
your responsible and prompt action in redrafting and passing
House Bill 1030, of the 1983 regular session of the General
Assembly, a complex and extremely important piece of legislation.
The action you have taken today establishes Maryland as a
leader in the nation in protecting investors from possible harm
in hostile takeover attempts by preserving the rights of the
smaller shareholders.
On this first day of summer, I especially thank those of you
who interrupted vacations or incurred similar personal
inconvenience to be here.
Best wishes to each of you in the days ahead, and I look
forward to working closely with you again next January.
