House Bill No. 1398
AN ACT concerning
Creation of a State Debt - Day Care Facilities
Loan Financing Guarantee Fund
FOR the purpose of authorizing the creation of a State Debt in
the amount of $750,000, the proceeds to be used as a grant
to the Department of Human Resources Economic and Community
Development for the purpose of funding the Day Care
Facilities Loan Financing Guarantee Fund in the Department
of Human Resources Economic and Community Development to
finance expansion or development of day care facilities;
making this Act contingent on the passage of another act;
and providing generally for the issue and sale of bonds
evidencing the loan.
The Speaker put the question: Shall the Bill pass,
notwithstanding the objections of the Executive?
The roll call vote resulted as follows:
Affirmative: 4 Negative: 124

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1428.
This bill extends from June 30, 1983 to June 30, 1984 the
period during which the Harford County Board of Education must
include specified itemized educational revenues and expenditures
in the preparation of its annual budget.
Senate Bill 762, which was passed by the General Assembly
and signed by me on May 31, 1983, accomplishes the same purpose.
Therefore it is not necessary for me to sign House Bill 1428.
