Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1386.
This bill increases from 15 to 25 years the minimum period
of confinement which must be served before an individual
sentenced to life imprisonment for conviction for first degree
murder may be eligible for parole consideration.
Senate Bill 41, which was passed by the General Assembly and
signed by me on May 24, 1983, accomplishes the same purpose.
Therefore it is not necessary for me to sign House Bill 1386.
