MESSAGE FROM THE CHIEF EXECUTIVE
May 31, 1983
The Honorable Benjamin L. Cardin
Speaker of the House of Delegates
State House
Annapolis, Maryland 21404
Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 461.
This bill provides that damages awarded to beneficiaries
upon the death of an unmarried, nonminor child are not limited or
restricted by the "pecuniary loss" or "pecuniary benefit" rule if
the child is 21 years old or younger or if a parent contributed
50 percent or more of the child's support.
Senate Bill 121, which was passed by the General Assembly
and signed by me on May 31, 1983, accomplishes the same purpose.
Therefore it is not necessary for me to sign House Bill 461.
