HOUSE OF DELEGATES
1983
Annapolis, Maryland 21404 Dear Mr. Speaker: In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 315. This bill directs the Department of Natural Resources to
annually assess a surcharge on any nonresident applicant for any
commercial fishing and crabbing license issued by the Department. House Bill 373, which was passed by the General Assembly and
signed by me on May 31, 1983, is a comprehensive consolidation of
licensing requirements for tidal fishing under Title 4 of the
Natural Resources Article and accomplishes the same purpose of
adding a new Section 4-701(d)(2) of the Natural Resources
Article. Therefore it is not necessary for me to sign House Bill
315.
Sincerely,
Harry Hughes
Governor Read and ordered journalized. House Bill No. 315 AN ACT concerning Fishing and Crabbing Licenses - Surcharge
for Nonresidents - Exception FOR the purpose of requiring the Department of Natural Resources
to assess a nonresident of this State a certain surcharge on
the issuance of certain fishing and crabbing licenses in
this State; prohibiting the Department from assessing a
surcharge on a certain nonresident sporting license to catch
crabs; and generally relating to fees and surcharges for the
issuance of certain fishing and crabbing licenses to a
nonresident of this State. BY adding to Article - Natural Resources Section 4-213 Annotated Code of Maryland (1974 Volume and 1982 Supplement)
The Speaker put the question: Shall the Bill pass,
notwithstanding the objections of the Executive? The roll call vote resulted as follows:
