980 LAWS OF MARYLAND
TRAINING FOR THE ECONOMICALLY DISADVANTAGED AND RETRAINING FOR
DISLOCATED WORKERS. (C) THE GOVERNOR SHALL CONSIDER ALL THE FOLLOWING FACTORS
IN AWARDING SUBGRANTS: (1) THE NEED FOR THE PROPOSED TRAINING OR RETRAINING; (2) EVIDENCE OF LOCAL EFFORT TO SUPPORT THE PROPOSED ACTIVITIES THROUGH PUBLIC OR PRIVATE FUNDS OR IN KIND CONTRIBUTIONS; (3) DEMONSTRATED EFFECTIVENESS OF THE SERVICE DELIVERY AREA IN PROVIDING TRAINING OR RETRAINING; (4) DOCUMENTATION THAT THE PROPOSED PROGRAM WILL
PREPARE PARTICIPANTS FOR SPECIFIC EMPLOYMENT OPPORTUNITIES OR
OCCUPATIONS PROJECTED TO BE IN DEMAND IN THEIR LOCAL ECONOMY; AND (5) OTHER FACTORS AS DETERMINED BY THE GOVERNOR AND
THE GENERAL ASSEMBLY. (D) SERVICE DELIVERY AREAS PROPOSING TO CONDUCT RETRAINING
SHALL COORDINATE WITH THEIR LOCAL OFFICE OF THE EMPLOYMENT
SECURITY ADMINISTRATION TO IDENTIFY INDIVIDUALS WHO WILL BE
ELIGIBLE FOR THE PROGRAM. (E) THE GOVERNOR SHALL AWARD SUBGRANTS IN A TIME FRAME
CONSISTENT WITH THE PLANNING CYCLE UNDER THE FEDERAL ACT. (F) THE GOVERNOR SHALL REVIEW ANNUALLY AND REPORT ON THE
EFFECTIVENESS OF THE STATE JOB TRAINING PARTNERSHIP PROGRAM TO
THE GENERAL ASSEMBLY.
SECTION 2. AND BE IT FURTHER ENACTED, That any regulations
formulated under this subtitle shall be in full force and effect
by October 1, 1983.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of of the two Houses of the General
Assembly; the same shall take effect from the date of its
passage. Preamble WHEREAS, Unemployment in many areas of this State is at its
highest levels since the 1940's, with statewide joblessness
affecting roughly 190,000 individuals; and
