(House Bill 1226)
AN ACT concerning
Job Training Partnership
FOR the purpose of creating the Job Training Partnership Program
in the State; stating the purposes of the program; defining
certain phrases; delimiting those individuals eligible to
participate under the program; authorizing the use of State
funds for the program; delimiting those services which the
program may provide; requiring the Governor to utilize local
Service Delivery Areas he designates under provisions of the
Federal Job Training Partnership Act to implement the
program; requiring the Governor to award grants for the
provisions of program services to Service Delivery Areas in
accordance with certain considerations, and annually to
review the effectiveness of services provided under the
program; requiring that only those training services found
to be most effective be established; providing that the
Governor has the authority to approve use of State funds for
certain supportive services under the program; generally
relating to the State Job Training Partnership Program; and
making this Act an emergency measure.
FOR the purpose of creating the Maryland Job Training Partnership
Act; stating the State policy and goals of the Act; defining
certain terms; establishing the Job Training Partnership
Program; establishing the State Job Training Coordinating
Council, and providing for its membership, funding, and
responsibilities; providing for legislative review and
comment of certain reports, plans and recommendations;
providing for the Governor's Coordination and Special
Services Plan and its components; providing for the use of
and restrictions on certain funds; providing for a pilot
program of tuition reimbursement; providing for certain
start-up procedures to be utilized during the initial fiscal
year in which this Act is effected; permitting the State to
contract with private or public entities to provide
employment and training services or supportive services;
providing for a certain study and recommendations; providing
for the repeal of certain laws inconsistent with this Act;
and generally relating to the Maryland Job Training
Partnership Act.
