to renew the franchise of a dealer in violation of this section
shall pay to the dealer the fair value of his business as a going
concern.
(2) On payment, the dealer shall convey his business,
free of liens and encumbrances, to the manufacturer, distributor,
or factory branch.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1983.

(House Bill 851)
AN ACT concerning
Civil Liability - Emergency Medical
Technician - Paramedics
FOR the purpose of providing that certain paramedical personnel
are not civilly liable for giving assistance under certain
circumstances; and making this Act contingent upon the
passage of certain other Acts.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - Courts and Judicial Proceedings
5-309.
(a) A person described in subsection (b) of this section is
not civilly liable for any act or omission in giving any
assistance or medical care, if:
(1) The act or omission is not one of gross
negligence;
(2) The assistance or medical care is provided
without fee or other compensation; and
