after the expiration of sixty days from the date of sale, file a
bill in equity to foreclose all rights of redemption of the
property to which such certificate relates; provided, that in any
such case the aforementioned certificate of the commissioner of
the department of housing and community development of Baltimore
City, or the successor in this office from time to time as the
case may be, shall be attached to and made a part of the bill in
equity to foreclose the rights of redemption hereinbefore
mentioned. 104. In any case in which [a] AN owner cannot be ascertained as
provided in § 103, the unknown owner of the property may be
included as party defendant by the following designation: "Unknown owner of property ....... (giving a description of the property in substantially the same form as the description which
appears on the Collector's tax roll), his heirs, devisees, and
personal representatives and their or any of their heirs,
devisees, executors, administrators, grantees, assigns, or
successors in right, title and interest," and any such unknown
owner shall be so designated throughout the proceeding, and the
cause shall proceed against him by publication under order of the.
court as hereinafter provided. 231B. (a) The head of the State Department of Assessments and
Taxation shall be the Director, who shall be appointed by the
Governor and shall hold office thereafter under the provisions of
Article 64A of this Code, title "Merit System[,]", provided,
however, that no Director shall hold office after attaining
seventy years of age. 232. The jurisdiction, supervision, powers and duties of the
Department herein created, and the Director thereof, shall extend
under this article: (3) To supervise the performance of the duties
imposed by law, or by the Director, upon the supervisors of
assessments appointed for the various counties and Baltimore
City, and in pursuance thereof, the Director shall officially
designate one of its employees as "State supervisor of
assessments[,]", and other employees as "assessments area
supervisors[,]", whose duties shall be, under the control of the
Director, to supervise the performance of the duties of the
various supervisors of assessments and supervise the performance
of the duties of various assessors appointed under the provisions
of this article. The State supervisor of assessments and
assessments area supervisors shall hold their positions during
good behavior, subject only to removal by the Department, after
hearing for incompetency or other cause. The Director of the
Department of Assessments and Taxation, after consultation with
