permitted to be adopted by the Court of Appeals, and two   copies of every administrative order or memorandum issued by the     Chief Judge of the Court of Appeals or the Administrative Office   of the
Courts and directed to be published by the Chief Judge. (4) The Chief Clerk of the District Court shall
transmit to the administrator two copies of each administrative
regulation adopted by the Chief Judge of the District Court. (d)  (1) When filed with the administrator,, a certified copy
of each document is available for public inspection and shall be
retained one year after publication. (2) Every document, except executive orders and court
rules, shall be delivered to the Hall of Records Commission. (e)  (1) When a regulation, in whole or in part, is declared
invalid and unconstitutional by a court of final appeal, the
adopting agency shall give notice to that effect in the Register. (2) The administrator also shall give notice in the
code of Maryland Regulations. (f)  A request by any agency for the publication of a notice
of a hearing or meeting must be filed with the Division of State
Documents at such a. time that the issue date of the register in
which the notice is published will be at least [5] 15 days prior
to the hearing or meeting. SUCH AS TO PROVIDE: (1)  NOT LESS THAN THE TIME OF NOTICE SPECIFICALLY
PRESCRIBED BY LAW FOR THE PUBLICATION OF THE NOTICE; OR (2)  NOT LESS THAN 15 DAYS IF NO TIME FOR PUBLICATION
IS SPECIFICALLY PRESCRIBED BY LAW, WITHOUT PREJUDICE, HOWEVER, TO
THE EFFECTIVENESS OF ANY NOTICE OF LESS THAN 15 DAYS WHEN IT IS
REASONABLE. 256K. (E)   IN EXERCISING ITS AUTHORITY UNDER ARTICLE 41, §
256C(B)(4) OR § 256F(B)(12), THE AELR COMMITTEE MAY REQUIRE THE
AGENCY GRANTED PUBLICATION PERMISSION TO REIMBURSE THE DIVISION
OF STATE DOCUMENTS FOR THE COST OF PUBLICATION. ANY SUCH
REIMBURSEMENT IS TO BE BILLED AND COLLECTED BY THE DIVISION OF
STATE DOCUMENTS. (F)  THE ADMINISTRATOR MAY REQUIRE AN AGENCY TO REIMBURSE
THE DIVISION OF STATE DOCUMENTS FOR THE COST OF PUBLICATION WHEN
THE AGENCY SUBMITS A DOCUMENT FOR PUBLICATION IN THE REGISTER, OR
WITHDRAWS OR CHANGES A DOCUMENT, AFTER THE CLOSING DATE AND TIME
ESTABLISHED BY THE ADMINISTRATOR PURSUANT TO ARTICLE 41,
§§256F(C) AND 256N.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect June 1, 1983.
