5.
(a) Except in cases of temporary denials under Section 3(e)
of this subtitle any applicant denied the right to inspect public
records where the official custodian of the records is an agency
subject to the provisions of Subtitle 24 of Article 41 of this
Code may ask for an administrative review of this decision in
accordance with [§] §§ 251 through 254 of Article 41 of this
Code[, however]. HOWEVER, this remedy need not be exhausted
prior to filing suit in the circuit court pursuant to this
article.

(e) Executive or closed meetings may be held only for the
following purposes:
(7) Discussion of any matter which will be the topic
OF PUBLIC hearing prior to a final decision, provided that notice
of the public hearing shall be published generally in the
community not less than ten days prior to the public hearing.

(c) Unless the Commission otherwise orders, no public
service company shall establish any new rate or make any change
in any rate except after thirty days' notice, to the Commission,
and publication, in accordance with § 28 (a) of this article,
during all of said period by means of new schedules or plainly
indicated amendments upon the schedules in force and posted,
which shall plainly set forth the changes proposed to be made in
the schedules then in force and the time when the change in
[rates] RATE is to go into effect.

(b) File with the Commission an annual report for the
preceding calendar year; and such special reports, information,
contracts and records [of] OR copies thereof as the Commission
may direct. The Commission may require that documents filed
under this section be under oath.

(b) In addition to such other matters and things as the
Commission may require, the tariff schedules of every common
carrier company shall show: (1) All the current rates, fares and
charges (including those specified in § 26[(b)] (B)) for the
transportation of passengers or property and freight within this
State, (i) between each point on its route and all other points
on every route owned by it, and (ii) between each point on its
route and all points upon the route of any common carrier company
(which shall be named in the schedule) whenever a through route
