SECTION 3. AND BE IT FURTHER ENACTED, That the Secretary of
the Department of Licensing and Regulation shall report annually
to the Governor and the Legislature on or before January 1, of
each year on the following:
1. The number of written complaints concerning
Subtitle 12-900 and 12-1000.
2. The number of telephone inquiries concerning
Subtitle 12-900 and 12-1000.
3. Problems or concerns created by Subtitle 12-900
and 12-1000.
4. Suggested remedies for these concerns.
On or before July 1, 1983 the Secretary of the Department of
Licensing and Regulation shall be responsible for implementing a
consumer hotline to specifically answer complaints and inquiries
regarding this legislation.

shall take effect July 1, 1983.

AN ACT concerning
Harness Tracks - Days and Revenues
FOR the purpose of increasing the number of racing days
authorized to be awarded to harness tracks, stating the
status of these days, and authorizing transfers of some of
these days; changing the takeout from harness days for the
State and the tracks; changing the allocation and uses of
the breakage from the betting at harness tracks; providing
for the compensation and benefits of certain Commission
employees working at harness tracks; for changes in the
allocation of takeout to the pension fund for employees;
generally relating to harness track racing; and clarifying
language regarding physical improvements and other matters.
BY repealing and reenacting, with amendments,
Article 78B - Racing Commission
Section 17(b)(1), (4), (5), and (8), (b-1), (b-2), and (d)
