HARRY HUGHES, Governor                                             71 The following words and phrases as used in this article,
unless a different meaning is plainly required by the context,
shall have the following meanings: (5)   "Board of trustees" shall mean the board provided
for in § [158] 159 of this article to administer the retirement
system. (6)   "Medical board" shall mean a board of physicians
provided for in § [158] 159 of this article. 21. (b) (2) For the purpose of participation in the Employees'
Retirement System the following entities each shall be considered
to be a municipal corporation:
(i) The Interstate Commission on the Potomac (ii) A cooperative library commission; (iii) The Upper Potomac River Commission; (iv) The Tri-County Council for Western (v) The Allegany County Transit Authority;
(vi) The Health Planning Council of Appalachia;
(vii) The St. Mary's County Nursing Home; [and]
(viii) The Maryland Environmental Service[.]; (ix) The Chesapeake Bay Commission.

63.
(a) (1) Each judge of the People's Court of Anne Arundel
County, including a judge who was continued in office as a judge
of the District Court pursuant to Article IV, § 41-I [(g)] (A) of
the Constitution, shall be paid after the termination of active
service, if he is then at least sixty-five (65) years of age, or
when he becomes sixty-five (65) years of age, a pension or salary
calculated at the rate of five hundred dollars ($500.00) per
annum for each year, or any part thereof, of active service from
appointment or election as a judge of the People's Court up to
[an] AND including twenty (20) years of such active service, so
that the maximum pension or salary for such service payable
hereunder to any one person shall not exceed the sum of ten
thousand dollars ($10,000.00) per annum. Provided that no judge
eligible hereunder for a pension shall receive the pension as
long as he is engaged in the practice of law, but in the event he
