(Senate Bill 196)
AN ACT concerning
Medical Assistance Program - Appeals
FOR the purpose of providing for the creation of an interest
bearing escrow account in certain circumstances; and
authorizing a direct judicial appeal from a final
reimbursement decision of certain boards in accordance with
the Administrative Procedure Act.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - Health - General
15-108.
(a) In this section, "board" means an appeal board
established under this section.
(b) (1) The Secretary may:
(i) Establish one or more boards for purposes
of this section; and
(ii) Designate the jurisdiction of a board.
(2) A board shall consist of 3 members.
(3) Of the 3 board members:
(i) 2 shall be appointed by the Secretary; and
