(b) (3) Weekly Benefits for Partial Unemployment. Each
eligible individual who is unemployed in any week shall be paid
with respect to such week a benefit in an amount equal to his
weekly benefit amount plus allowance for dependents, less that
part of the wages (if any) payable to him with respect to such
week which is in excess of [$10.00] $25; provided that such
amount of benefits, if not a multiple of $1.00, shall be
[computed to the nearest multiple of $1.00 except that if such
amount ends in .50 it shall be carried to the next higher
multiple of $1.00] ROUNDED DOWN TO THE NEXT LOWER WHOLE DOLLAR. 4. Any unemployed individual is eligible to receive benefits
with respect to any week only if the Executive Director finds
that: (f)  (4) An individual may not be paid benefits based on
covered service performed in any capacity other than an
instructional, research, or principal administrative capacity for
any educational institution [that is not an institution of higher
education] for any week of unemployment that begins after
December 31, 1977, during a period between two successive
academic years or terms, if the individual performs the service
in the first year or term and there is a reasonable assurance
that the individual will perform the service in the second year
or term. Before July 1 of each year each such educational
institution shall provide the Employment Security Administration
with the name and social security number of each individual who
has reasonable assurance that he will perform such service in the
next academic year. IF, HOWEVER, THAT INDIVIDUAL IS NOT OFFERED
AN OPPORTUNITY TO PERFORM THE SERVICE FOR THE EDUCATIONAL
INSTITUTION FOR THE NEXT SUCCESSIVE YEAR OR TERM, THE INDIVIDUAL
SHALL BE PAID RETROACTIVELY, PROVIDED THE INDIVIDUAL: (I)   FILED A TIMELY CLAIM FOR EACH WEEK; (II)   IS OTHERWISE ELIGIBLE; AND (III)  WAS DENIED BENEFITS SOLELY UNDER THIS
PARAGRAPH. 20. As used in this article, unless the context clearly requires
otherwise: (g)  (8) "Employment" does not include: (xi) Service performed by an individual [under
the age of 22] who is enrolled at a nonprofit or public
educational institution which normally maintains a regular
faculty and curriculum and normally has a regularly organized
body of students in attendance at the place where its educational
