emergency telephone systems and to audit expenditures by the
counties for the operation and maintenance of 911 emergency
telephone systems; providing for the disposition of the
interest earned on the moneys in the 911 Trust Fund;
eliminating a provision for the termination of the Emergency
Number Systems Board; providing for terms of office of
members of the Emergency Number Systems Board; altering the
requirement that the Board hold meetings at stated
intervals; imposing certain restrictions on the expenditure
of trust funds for operation and maintenance, maintenance,
and personnel costs; eliminating certain limits on trust
funds available for the installation or reimbursement of the
costs of 911 emergency telephone systems; defining certain
terms and clarifying and eliminating certain obsolete
language pertaining to 911 emergency telephone systems; and
generally providing for the installation, enhancement,
operation, and maintenance of 911 emergency telephone
systems in this State.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 41 - Governor - Executive and Administrative
Departments
204H-1.
(a) The General Assembly recognizes the paramount
importance of the safety and well-being of the citizens of
Maryland and further recognizes that when the lives or property
of its citizens are in imminent danger, timely and appropriate
assistance must be rendered.
(b) Further, the General Assembly recognizes that such
assistance is almost always summoned by telephone and that a
multiplicity of emergency telephone numbers exist throughout the
State and within any one county.
