to and be exercised by the Social Services Administration or the
Income Maintenance Administration, subject to the authority of
the Secretary of Human Resources as set forth in §§ 205A, 205B,
and 205C of this article or elsewhere in this Code.

DEPARTMENT OF LABOR, EMPLOYMENT AND TRAINING
206.
(A) THE DEPARTMENT OF LABOR, EMPLOYMENT AND TRAINING IS
HEREBY CREATED AS A PRINCIPAL DEPARTMENT OF THE STATE GOVERNMENT.
THE HEAD OF THE DEPARTMENT OF LABOR, EMPLOYMENT AND TRAINING
SHALL BE THE SECRETARY OF LABOR, EMPLOYMENT AND TRAINING WHO
SHALL BE APPOINTED BY THE GOVERNOR WITH THE ADVICE AND CONSENT OF
THE SENATE.
(B) THE SECRETARY OF LABOR, EMPLOYMENT AND TRAINING SHALL
RECEIVE SUCH SALARY AS PROVIDED IN THE STATE BUDGET. THE
SECRETARY SHALL SERVE AT THE PLEASURE OF THE GOVERNOR, SHALL BE
DIRECTLY RESPONSIBLE TO THE GOVERNOR, SHALL COUNSEL AND ADVISE
THE GOVERNOR ON ALL MATTERS ASSIGNED TO THE DEPARTMENT OF LABOR,
EMPLOYMENT AND TRAINING AND SHALL BE RESPONSIBLE FOR CARRYING OUT
THE GOVERNOR'S POLICIES WITH RESPECT TO SUCH MATTERS.
(C) THE SECRETARY OF LABOR, EMPLOYMENT AND TRAINING SHALL
BE RESPONSIBLE FOR THE OPERATION OF THE DEPARTMENT OF LABOR,
EMPLOYMENT AND TRAINING AND SHALL ESTABLISH GUIDELINES AND
PROCEDURES TO PROMOTE THE ORDERLY AND EFFICIENT ADMINISTRATION
THEREOF. THE SECRETARY MAY ESTABLISH AREAS OF RESPONSIBILITY
WITHIN THE OFFICE OF THE SECRETARY AND MAY REORGANIZE OR ABOLISH
THE SAME AS NECESSARY TO FULFILL EFFECTIVELY THE DUTIES ASSIGNED
TO THE SECRETARY.
206A.
(A) THE FOLLOWING AGENCIES, BOARDS, COMMISSIONS,
COMMITTEES, COUNCILS, DEPARTMENTS, DIVISIONS, OFFICES, AND UNITS
OF THE STATE GOVERNMENT SHALL BE INCLUDED WITHIN THE DEPARTMENT
OF LABOR, EMPLOYMENT AND TRAINING: THE UNITS ESTABLISHED TO
ADMINISTER THE PROVISIONS OF ARTICLE 95A OF THIS CODE, THE
APPRENTICESHIP AND TRAINING COUNCIL, THE AGENCIES ESTABLISHED
PURSUANT TO THE FEDERAL COMPREHENSIVE EMPLOYMENT AND TRAINING AND
JOB TRAINING PARTNERSHIP ACTS, AND OTHER UNITS ESTABLISHED
PURSUANT TO STATE OR FEDERAL EMPLOYMENT, TRAINING, OR MANPOWER
STATUTES, AND SUCH OTHER AGENCIES, BOARDS, COMMISSIONS,
COMMITTEES, COUNCILS, OR UNITS AS MAY HEREAFTER PURSUANT TO LAW
BE DECLARED TO BE PART OF THE DEPARTMENT OF LABOR, EMPLOYMENT AND
TRAINING.
(B) THE DEPARTMENT OF LABOR, EMPLOYMENT AND TRAINING SHALL
NOT HAVE A BOARD OF REVIEW, AND § 3C OF THIS ARTICLE SHALL BE
INAPPLICABLE TO THE DEPARTMENT OF LABOR, EMPLOYMENT AND TRAINING.
