460                                                 LAWS OF MARYLAND                                        Ch. 63 fiscal and accounting records and procedures and/or fiscal and
administrative activities, the Committee may recommend to the
Governor that the Comptroller withhold up to 25% of the salary of
the head of the agency, and/or the salary of the Secretary of the
Department wherein the agency is budgeted. The amount to be
withheld, the duration of such withholding, and the date of
release of amounts withheld shall be recommended by the Committee
after consultation with the Legislative Auditor including any
recommendations that the Legislative Auditor deems appropriate.
The Governor shall advise the Committee as to the decision
regarding the Committee's recommendations. If the Governor directs that the salary of the head of an agency and/or the salary of the Secretary of the Department wherein the agency is
budgeted be withheld, the Governor may recommend to the Committee
the date on which the salary shall be restored to the full amount
as provided in the budget and the amount withheld to be paid.
The Committee shall consider the recommendation of the Governor
and advise the Governor as to its decision whether or not to
allow the salary to be restored to the full amount as provided in
the budget and the amount withheld to be paid.
SECTION 17. AND BE IT FURTHER ENACTED, That it is the
intent of the General Assembly that funds appropriated in object
classification .06-Fuel and Utilities are to be expended for that
purpose only and may be transferred to another object of
expenditure only upon the express prior approval of the Secretary
of the Department of Budget and Fiscal Planning.
SECTION 13. 18. AND BE IT FURTHER ENACTED, That numerals of
this bill showing subtotals and totals are informative only and
are not actual appropriations. The actual appropriations are in
the numerals for individual items of appropriation. It is the
legislative intent that in subsequent printings of the bill the
numerals in subtotals and totals shall be administratively
corrected or adjusted for continuing purposes of information, in
order to be in arithmetic accord with the numerals in the
individual items.
SECTION 19. AND BE IT FURTHER ENACTED, That it is the
intent of the General Assembly that no funds appropriated in object classification .03 - Communications, except as specifically required by law, may be expended for registered mail
when the interests of the State may be adequately protected by
the use of certified return receipt requested mail.
SECTION 14. 19. 20. AND BE IT FURTHER ENACTED, That
pursuant to the provisions of Article III, Section 52(5a) of the
Constitution of Maryland, the following total of all proposed
appropriations and the total of all estimated revenues available
to pay the appropriations for the 1984 fiscal year is submitted:
