block grant pursuant to the
Emergency Appropriations Act of
1983 (HR 1718), the federal funds
received in excess of the federal
funds appropriation from the
Alcohol, Drug Abuse and Mental
Health Block Grant shall not be
expended but shall be placed in
the federal fund reserve for
those block grants until the
reserve fund for those block
grants is increased by an amount
equivalent to the fiscal year
1983 deficiency appropriations.
After the reserve fund for those
block grants is increased by an
amount equivalent to the fiscal
year 1983 deficiency
appropriations, any additional
excess funds may be made
available by approved budget
amendment. Provided further that
if the Governor determines it is
imperative for the excess federal
funds to be expended and not be
placed in the federal fund
reserve, the Governor shall
submit this request to the
Legislative Policy Committee for
approval or disapproval.
