(iii) Reasonably reimburses for the services
exchanged between the [division] DIVISION and State [use
industries] USE INDUSTRIES; and
(iv) Provides meaningful work experiences for
offenders intended to improve work habits, attitudes, and skills
with the objective of improving the employability of the offender
upon release[.];
(2) Has as an objective the development of industries
that provide full-time work experience or rehabilitation programs
for all eligible Division of Correction initiates[.];
(3) Provides AN environment for the operation of
correctional industries that resembles the environment for the
business operations of a private [corporation] CORPORATE entity
as closely as possible; and
(4) Makes the Division of Correction responsible for
and accountable to the Secretary of Public Safety and
Correctional Services and the Governor for State [use industries]
USE INDUSTRIES programs in the State.
681B.
The State Use Industries Advisory Committee shall:
(1) Recommend the establishment and maintenance of
industrial plants and service centers to be used for implementing
the programs developed by the Commissioner and general manager
pursuant to § [681B] 681C of this subheading. These industrial
plants and service centers shall be operated primarily with
inmates in a manner beneficial to the State and to the training
of inmates through providing services or manufacturing,
processing, or producing goods that are practical and adaptable
for prison industry. These industrial plants and service centers
shall provide services and goods that are likely to be needed and
used by:
(i) State institutions or agencies;
(ii) Political subdivisions of this State;
(iii) Any federal institution or agency; or
(iv) Any institution, agency, or political
subdivision of another state;
(2) Advise upon specific proposals by State [use
industries] USE INDUSTRIES to establish new industries and to
improve the quality and quantity of the job training programs;
(3) Review the operation of State [use industries]
USE INDUSTRIES programs to determine if undue competition with
private enterprise exists, and recommend adjustments necessary to
prevent undue competition;
