when locked; to require installation of door viewers; to require
security devices on windows in rental dwelling units; to require
owners to alert tenants to use the security measures; and to add
a new Section 26-22, title "Executive Regulations" to authorize
the County Executive to promulgate rules and regulations, subject
to Council approval, to implement the provisions of Chapter 26. Effective Date December 21, 1981.
BILL NO. 22-81 AN ACT authorizing the construction and improvement of an
off-street parking lot or facility for the parking of automobiles
and other vehicles known as Silver Spring Parking Garage No. 2,
Phase II, Spring Street, Project No. 793174, within the Silver
Spring Parking Lot District. Effective Date August 24, 1982.
BILL NO. 24-81 AN EMERGENCY ACT to amend section 52-21, title "Levied;
amount" of Article II, title "Real Property Transfer Tax" of
Chapter 52, title "Taxation" of the Montgomery County Code 1972,
as amended, by adding a new subsection (i), to provide that a tax
may be levied on the transfer of stock or other evidence of
ownership in a cooperative housing corporation or similar entity,
to provide that a transfer tax may be imposed on certain property
which is to be converted from rental status to cooperative
housing corporation status, to provide for exemptions from the
tax, to provide for payment of all taxes and interest collected
into a special fund to be used for certain purposes, to provide
for the adoption of regulations, and for expenditures from the
fund. Effective Date July 1, 1981.
BILL NO. 25-81 AN EMERGENCY ACT to amend Chapter 56, title, "Urban Renewal
and Community Development" of the Montgomery County Code, 1972,
as amended, by amending Article VII, title, "Condominium
Conversion Emergency Aid Fund" to change the title of Article
VII, to expand the program to permit use of the fund for rent
differential grants for non-elderly income-eligible families as
