AN ACT to authorize and empower Howard County, Maryland, to
borrow on its full faith and credit, and to issue and sell its
bonds therefor, at one time or from time to time within four
years from the date this Act becomes effective, an amount not
exceeding $540,000, the proceeds thereof to be used for the
planning, construction, furnishing and equipping of the central
zone highway maintenance facility (Project No. C-0114) and county
office building II (Project No. C-0102) and payment of related
costs; and to levy taxes upon the assessable property within the
county to pay the principal of and interest on any bonds so
issued; as the county council may by ordinance provide; and
providing that any bonds so issued are specifically exempt from
the provisions of Article 31, Section 11 of the Annotated Code of
Maryland.

Zoning and Subdivision and Land Development Regulations" of the
Howard County Code to clarify the law concerning cul-de-sacs.

AN ACT repealing Subtitle 3 "Disclosure Act" of Title 10
"Elections and Election Districts" and Subtitle 2 "Conflict of
Interest" of Title 22 "General Provisions, Penalties and Rules of
Interpretation"; adding Subtitle 2 "Public Ethics" to Title 22
"General Provisions, Penalties and Rules of Interpretation" of
the Howard County Code in order to clarify procedures regarding
financial disclosure and conflict of interest, to require
lobbying disclosure, to create a Public Ethics Commission, to
delineate its duties and generally to provide for the ethical
handling of public matters.
