AN ACT concerning
The Baltimore County Plumbing Board - Authority to issue
licenses and to regulate licensees
FOR the purpose of amending Title 23 to conform with
recently effective State regulations; eliminating from the
existing title all provisions potentially involving anti-trust
violations; authorizing the Baltimore County Plumbing Board,
under certain circumstances, without examining applicants, to
issue Master Plumber licenses to persons who receive Master
Plumber licenses from other jurisdictions in Maryland; specifying
the circumstances under which applicants for licenses can take
oral exams after failing written ones; eliminating the
demonstration as part of the oral exam; authorizing the Board,
under certain circumstances, to reprimand licensees, to suspend
or revoke their licenses, and to refuse to renew their licenses;
adopting a new set of plumbing and gasfitting code standards;
increasing the monetary amount of bonds that the Board may
require of licensees; and making certain stylistic changes to
increase clarity and understandability.

the County Board of Health must take cognizance; increasing the
