It is the intent of the General
Assembly that the reduction in
the appropriation for the health
insurance program is to limit the
escalation in the cost of the
health insurance program. It is
the intent of the General
Assembly that the competitive
bidding of the health insurance
contract result in savings at
least equivalent to the amount
reduced without necessitating an
increase in employee
contributions or a reduction in
the program benefits.
, provided that any costs savings
generated in this appropriation
resulting from increasing
employee contributions or by
adding copayments under the Major
Medical Plan shall not be used to
change benefits other than that
directed to generate this
savings, to the Employee Health
Insurance Program without
prior approval of the Fiscal
