Dear Secretary Massinga: In accordance with Article 41, Section 15CB of the Annotated
Code, I hereby approve the reorganization of the Income
Maintenance Administration proposed in the letter from the
Department of Human Resources dated December 27, 1982. This
approval extends only to the structural aspects of the proposal.
Specific personnel or budgetary items remain, of course, subject
to the normal administrative processes. I endorse these changes which implement the changes required
by federal law designed to reduce the AFDC error rate and to
establish an internal auditing function as recommended by the
Legislative Auditor. Sincerely,

Governor December 27, 1982 The Honorable Harry Hughes Governor State of Maryland State House Annapolis, Maryland 214-01 Dear Governor Hughes: Executive Order 01.01.1980.03 which was approved by the
General Assembly in 1980, established an Income Maintenance
Administration (IMA) separate from the Social Services
Administration in the Department of Human Resources. The purpose
of this separation was to improve the management and supervision
of the State's public assistance programs. In February 1982 a
detailed reorganization plan was approved for IMA. That plan
created six (6) offices within IMA reporting to the Executive
Director. These offices are the Office of AIMS (Automated Income
Maintenance System), Office of Program Integrity, Office of
Program Support, Office of Administrative Services, Office of
Public Assistance and Office of Child Support Enforcement. Since the implementation of the reorganization in February
1982, there have been additional federal and state mandates which
the state has been asked to address. These include changes in
federal law regarding AFDC error rate reduction and a
recommendation by the State's Legislative Auditor to establish an
internal auditing function. To implement these mandates and in
accordance with Article 41 § 15CB of the Annotated Code, the
following organization of IMA is proposed. The six offices described above would be retained. Two
