of enactment, the provisions of this Act are null and void
without the need of further action by the General Assembly.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect June 1, 1983.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect on July 1, 1983, contingent upon the taking effect of
Chapter ___ of the Acts of 1983 (HB 972/SB ___ SB 485), and if
Chapter ___ does not become effective this Act shall be null and
void without the necessity of further action by the General
Assembly.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1428.
This bill extends from June 30, 1983 to June 30, 1984 the
period during which the Harford County Board of Education must
include specified itemized educational revenues and expenditures
in the preparation of its annual budget.
Senate Bill 762, which was passed by the General Assembly
and signed by me on May 31, 1983, accomplishes the same purpose.
Therefore it is not necessary for me to sign House Bill 1428.

AN ACT concerning
Harford County - Education Budget Categories
FOR the purpose of extending the period during which the Harford
County Board of Education is to include certain categories
in the preparation of its annual budget.
