Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1331.
This bill provides that where a defendant is given probation
before judgment for a violation of Section 292 of Article 27 of
the Code that a fine may be imposed.
Senate Bill 42, which was passed by the General Assembly and
signed by me on May 24, 1983, accomplishes the same purpose.
Therefore it is not necessary for me to sign House Bill 1331.
