Preamble
WHEREAS, The U.S. Department of Energy has been prosecuting
oil companies for violations of petroleum pricing and allocation
regulations;
WHEREAS, The Department of Energy has collected $200 million
as restitution payments to State and local governments as
compensation for unidentifiable consumers injured by oil price
overcharging;
WHEREAS, Congress has recently enacted legislation
authorizing that $200 million be distributed to states for the
purpose of supplemental energy assistance;
WHEREAS, Maryland will receive approximately $3.58 million
from such authorization;
WHEREAS, Rising energy prices have placed the greatest
financial burden on low-income people;
WHEREAS, The elderly and other low-income people are the
least able to adjust their energy consumption, because they often
live in old energy-wasteful homes; now, therefore,
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

(A) TO THE EXTENT ALLOWED UNDER FEDERAL REQUIREMENTS, THE
GOVERNOR SHALL APPLY ALL FUNDS RECEIVED FROM THE WARNER AMENDMENT
TO THE FURTHER CONTINUING APPROPRIATIONS ACT, 1983 (PUBLIC LAW
