Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 590.
This bill authorizes the creation of a State Debt in the
amount of $500,000, the proceeds to be used as a grant to the
City of Bowie for the purpose and renovation, restoration,
rehabilitation, repair, alteration and improvement of the Belair
Mansion.
Senate Bill 19, which was passed by the General Assembly and
signed by me on May 10, 1983, accomplishes the same purpose.
Therefore it is not necessary for me to sign House Bill 590.

AN ACT concerning
Creation of a State Debt - Belair Mansion
FOR the purpose of authorizing the creation of a State Debt in
the amount of $1,500,000 $700,000 $500,000, the proceeds to
be used for as a grant to the City of Bowie for the purpose
of renovation, restoration, rehabilitation, repair,
alteration, and improvement of the Belair Mansion in Prince
George's County, subject to the requirement;- requiring that
the City of Bowie provide at least an equal and a certain
matching fund of a certain kind for the same purpose by a
certain date; providing that certain easements be granted to
the Maryland Historical Trust; and providing generally for
the issue and sale of bonds evidencing the loan.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
(1) The Board of Public Works may borrow money and incur
indebtedness on behalf of the State of Maryland through a State
loan to be known as the Belair Mansion Loan of 1983 in the
aggregate principal amount of $1,500,000 $700,000 $500,000. This
