Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 781.
This bill and House Bill 1462 amend the definition of crime
in the Criminal Injuries Compensation Act to exclude an act
involving the operation of a watercraft which Senate Bill 781
defines as a "boat" and House Bill 1462 defines as a "vessel."
Although the terms "boat" and "vessel" are nearly synonymous and
although the enactment of one bill instead of the other might
have no substantive effect, the term "vessel" is clearly defined
in the Natural Resources Article and, therefore, its use tends to
delimit the types of acts involving watercraft which the
amendment to the Criminal Injuries Compensation Act intended to
exclude.
For these reasons, I have decided to veto Senate Bill 781.

AN ACT concerning
Criminal Injuries Compensation Act
FOR the purpose of altering the definition of the word "crime" in
the Criminal Injuries Compensation Act in order to exclude
from that term acts involving the use of boats under certain
circumstances; correcting an obsolete reference; and making
this Act an emergency measure.
BY repealing and reenacting, with amendments,
Article 26A - Criminal Injuries Compensation Act
