FOR the purpose of authorizing the transfer in Fiscal Year 1984
of a certain amount of funds from the Transportation Trust
Fund to the general funds of this State in order that such
amount of funds will be available for appropriation from the
general funds in Fiscal Year 1984. BY repealing and reenacting, with amendments, Article - Transportation
Section 3-216(f)
Annotated Code of Maryland
(1977 Volume and 1982 Supplement) Preamble As a result of unfavorable economic conditions and the
policies of the federal government, the revenues and other income
usually available to the State for appropriation from the general
funds of the State have been substantially reduced. Therefore,
the location or creation of additional sources of revenue and
income for the general funds of the State is necessary if State
functions and services are not to be further reduced or
eliminated. A limited transfer of certain unpledged funds in the
Transportation Trust Fund to the general funds of the State would
enable the State to balance its budget for Fiscal Year 1984 and
to maintain the adequacy of State functions and services.
Despite the importance of maintaining the Transportation Trust
Fund intact, such a limited transfer of funds from the
Transportation Trust Fund is necessary in these extraordinary
economic times. It is desirable to limit transfers of funds from
the Transportation Trust Fund to transfers to be made in Fiscal
Year 1984 only and to restore those transferred funds to the
Transportation Trust Fund from future available general funds;
now, therefore,
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows: Article - Transportation 3-216. (f) No part of the Transportation Trust Fund may revert or
be credited to the general funds of this State. NOTWITHSTANDING
ANY OTHER PROVISION OF LAW, FOR FISCAL YEAR 1984 ONLY,
$29,000,000 25,000,000 29,000,000 OF THE FUNDS IN THE
TRANSPORTATION TRUST FUND WHICH ARE NOT REQUIRED BY LAW TO BE
DISTRIBUTED TO THE COUNTIES OR BALTIMORE CITY AND WHICH HAVE NOT
BEEN PLEDGED OR OTHERWISE COMMITTED TO THE PAYMENT OF OR AS
