LOCAL OR PUBLIC GENERAL LAW THAT WOULD OTHERWISE BE REQUIRED.
The Secretary, upon the sale of any part of the land secured by a
loan agreement and prepayment of principal as provided in this
subtitle, shall execute a partial release of such land from the
lien of the loan agreement.
SECTION 2. AND BE IT FURTHER ENACTED, That if any provision
of this Act or the application thereof to any person or
circumstance is held invalid for any reason, the invalidity shall
not affect the other provisions or any other application of this
Act which can be given effect without the invalid provisions or
application, and to this end all the provisions of this Act are
declared to be severable.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1983.

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 378.
This bill would permit collective bargaining in the areas of
compensation, hours of work, working conditions,, and employee
benefits for the members of the Baltimore-Washington
International Airport (BWI) Fire and Rescue Squad Service.
I am troubled by the precedential effect of extending
special bargaining status to one particular segment of the State
work force and the consequential alteration of fundamental State
employee labor relations in a fragmented manner. But that is not
my primary reason for vetoing this bill. Simply stated, there
exists no compelling reason for granting special collective
bargaining status to the BWI fire fighters.
In proper recognition of their contribution to State
aviation safety, the BWI fire fighters have been treated fairly
and adequately under the present system of "meeting and
conferring" on wages and working conditions prior to budget
submission and through legislative initiatives to increase
benefits. During 1982 alone, the fire fighters received a 17%
pay raise, a 7% work-week reduction (without a pay reduction),
