HARRY HUGHES, Governor                                        2277 WHEREAS, The handicap of the majority of hearing-impaired
children is one of communication and not of intellect and,
therefore, they are capable, with appropriate and timely
intervention, of becoming gainfully employed, productive members
of society; and WHEREAS, In addition to the direct assistance to the
children identified, early identification will provide valuable
information which can be used by the State for future planning;
and WHEREAS, Fifteen other states have already established early
identification and follow-up systems; now, therefore, be it RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the State
Department of Health and Mental Hygiene develop and implement
procedures for the screening, identification of present or
potential hearing impairment at birth , and follow-up of infants
who have or may develop a hearing impairment in accordance with
the guidelines established by the 1982 Joint Committee on Infant
Hearing; and be it further RESOLVED, That the State Department of Health and Mental
Hygiene present written recommendations to the Speaker of the
House of Delegates and the President of the Senate by January 1,
1984; and be it further RESOLVED, That copies of this Resolution be forwarded to the
Governor; the President of the Senate; the Speaker of the House
of Delegates; the Secretary of the Department of Health and
Mental Hygiene, 201 West Preston Street, Baltimore, Maryland
21201; the Secretary of the Department of Human Resources, 1100
N. Eutaw Street, Baltimore, Maryland 21201; the Director of the
Office for the Coordination of Services to the Handicapped, 11
Bladen Street, Annapolis, Maryland 21401; Director of the Office
for Children and Youth, Suite 1502, 301 W. Preston Street,
Baltimore, Maryland 21201; the Assistant State Superintendent,
Division of Special Education, Department of Education, 200 West
