costs of health care and to make recommendations for reform. WHEREAS, The cost of Physicians and Hospitals professional
liability insurance has increased tenfold since the crisis of
availability in 1975; and WHEREAS, It is estimated that 15 percent of the cost of
physician services go towards the payment of these premiums,
